The Carrow Football Association was first formed in 1920 with Wharminda, Kinnaird, Ungarra, Butler and Carrow as the founding clubs. There was little publicity with this association and its strength was questionable. It only survived for four seasons before disbanding as member clubs sought stronger and more organised competition.
The Carrow association was reformed in 1931 with the original clubs taking part, except for Ungarra. When Butler dropped out in 1933 a three team competition signaled the end was not far away. Wharminda and Kinnaird formed an amalgamation and became the Waybacks and joined the Cleve & Districts association. Carrow (soon to become Port Neill) transferred to Eastern Eyre Peninsula.
